The Basel Convention works with international regulations for transboundary movements of waste and it's disposal.
With regards to ELTs this means that there are some overall international guidelines/recommendations for environmentally sound management (EMS) of ELTs (waste tyres). The guidelines can be downloaded from the Basel Convention website
Basel Convention Technical Guidelines
For many years the EU has been aware of the importance of proper regulation of the disposal of ELTs. As far back as in 1999, the first directive was implemented with the purpose of banning the landfill of ELTs with effect from 2006. This means that the landfilling problem is practically solved.
In the year 2000 the EU made another directive governing the incineration of waste with the goal of reducing the emissions from e.g. cement plants using ELTs as fuel.
Later in 2008, the EU implemented directive 2008/98 supporting the waste hierarchy principle, which stipulates that recycling is more beneficial than incineration.
